Invitation to Fall 2009 Environment Canada Information Sessions in BC, Alberta & Manitoba on:
1) Federal Halocarbon Regulations, 2003 (FHR 2003) and
2) Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations (the Storage Tank Regulations)
FEDERAL HALOCARBON REGULATIONS, 2003 (FHR 2003)
The FHR 2003 aims to reduce and prevent releases of ozone-depleting substances and their halocarbon alternatives (including CFCs, HCFCs, HFCs, halons and other substances) from air-conditioning, refrigeration, fire-extinguishing and solvent systems that contain or are intended to contain halocarbons. Systems that are under federal jurisdiction, or are located on federal and aboriginal lands, or are owned by a federal works or undertaking are covered under the FHR 2003.
The FHR 2003 has specific requirements relating to servicing, installing, leak-testing, charging and disposing of regulated systems. The FHR 2003 also contain requirements for reporting releases, record keeping and obtaining permits for the charging and installation of systems using certain halocarbons.
The FHR 2003 Information Sessions are intended for environment coordinators, maintenance and supervisory staff at facilities which have equipment and/or systems subject to the FHR 2003, as well as HVAC and fire protection contractors, consultants and service technicians working on refrigeration and air-conditioning systems, and fire-extinguishing systems.
NOTE: This info session does not provide “CERTIFICATION” as per the FHR 2003.
STORAGE TANK SYSTEMS FOR PETROLEUM PRODUCTS AND ALLIED PETROLEUM PRODUCTS REGULATIONS (the Storage Tank Regulations)
The Storage Tank Regulations came into force on June 12, 2008. The Storage Tank Regulations apply to all new and existing storage tank systems under federal jurisdiction, including those:
- operated by a federal department, board or agency, or belonging to Her Majesty in right of Canada;
- operated by or belonging to a federal work or undertaking that is: (i) a port authority set out in the schedule to the Canada Marine Act, (ii) an airport within the meaning of the Aeronautics Act, or (iii) a railway;
- located on federal land or aboriginal land; or
- operated by a Crown corporation.
Note for Fuel Suppliers: Those that deliver petroleum products or allied petroleum products to storage tank systems under federal jurisdiction also have specific requirements under the Storage Tank Regulations.

Information Sessions on the Storage Tank Regulations are intended for owners and operators of storage tank systems subject to the Storage Tank Regulations including: land owners or managers, environment coordinators, and maintenance or supervisory staff; as well fuel suppliers, fire protection personnel, consultants and service technicians working on storage tank systems.
